University Bill as a determinant of policy direction for Higher Education Development

University Bill, which is currently being deliberated, is expected to be a guide and determinant for the development of policy direction in the higher education world. This was conveyed by Minister of National Education, Mohammad Nuh, at the Working Meeting of Committee III DPD RI, Wednesday (7 / 6) in GBHN Meeting Room, Nusantara V MPR / DPR / DPD RI Building, Parliament Complex – Senayan.

In the future, this Law of University is expected to meet the challenges of ensuring students of high school (SMA), Islamic High School (MA), and Vocational School (SMK) graduates will gain access to Higher Education. According to him, of all Indonesian children aged 19-23 years, only a quarter of whom could enjoy the world of higher education. While seventy-five percent have not.

“Those people whom we must fought for together. We must ensure all the graduates have access to enter here. ” he said.

Nuh added that the factors influenced students to enter higher education is not only about tuition fees. Students who are generally come from poor families and from schools that are less prepared for their transition to succeed in Higher Education.

Of the 25% top ranked high school in Indonesia, only 29% of poor students who could complete the undergraduate education. “This is what we have to prepare. Because there are issues of culture, tradition, psychology, social issues, and so on, ” he said.

As it is known, Higher Education is an important source of research and development. Higher Education played a major role in the implementation of more than 50% of basic education that produce breakthrough of thinking that allows the emergence of new industries.

Higher Education also has a broader mission of translating research findings and develop a new company and product. 15% of applied research was conducted through innovation that began on the campus which is then absorbed into the business through patents or business rights and so on.

However, not all SMA and SMK graduates wish to enter university. Most of them go straight into the working world. However, these students still need to be prepared, especially to be more mature in entering the labor market. Therefore, the draft bill of University will be submitted to DPR, Ministry of National Education (Kemendiknas) will open a new channel in the form of community college in the form of D1 and D2.

Therefore, the Law of University is expected to provide direction, development plan of Higher Education in long term as well as manage the implementation of development of Higher Education. We are right now preparing the importance of making the conceptual design of the Higher Education system, or what we call Higher Education system architecture. With this architecture we expect it will be more focused.” Nuh ended.
