There Should be Village Classification

Plenum Meeting of Committee I discuss about the Village Draft, acted as speaker are Ipin Arifin from Association of Indonesian Village Governance (APDESI), Village Chairmen from Bandung regency, and Gadjah Mada University lecturer Bambang Hudayana. Meeting was led by Chairman of Committee I, H. Dani Anwar (DPD RI member from DKI Jakarta province), Vice Chairman Ferry F.X Tinggogoy (DPD RI member from North Sulawesi province), and Vice Chairwoman Dra. Eni Khairani (DPD RI member from Bengkulu province) held in Committee I meeting room, 2nd floor B Building DPD RI, Senayan Jakarta, (31/5/11).

Bambang explained about social injustice that is faced by village which bring implication village as the shed of poverty. Village also faces scarcity of economic source, occupation and do not have a decent source of income for the welfare of its population. Besides, village is become an urban economic buffer due to development and regional autonomy that is strongly supported by village. Wherefore, village has infrastructure raw materials, labor and cheap nourishment.

According to Arifin –who had experienced 2 (two) times legislation such as Law No. 5 of 1979 and Law No. 22 of 1999—Law No. 22 of 1999 is a merger of Village Law and Local Government Law. This Law consist a lot of village naming but handcuff it with the existence of Village Representative Board (BPD). Besides, Law No. 22 of 1999 also includes balance funds from central government to district and village started from 5 (five) million to 50 (fifty) million but not evenly distributed to every village.

There must be an advanced classification of the village, as there is a growing village and underdeveloped village, because not every village has the same resources with other villages. Government must be able to distinguish which village has qualified infrastructure, population, education, economy and regions. The Bill should give the village authority so that it can be self-reliant.
