The Employment Status of TNI / Police in the Bill of Civil Service

Farouk Mohammad (Senator of DPD RI from NTB) presented the 3 (three) directions of police reformation which are personnel coaching aspects, personnel recruitment aspects and police educational system aspects in a working meeting of Committee I DPD RI with the TNI / Police Officer about the Bill of Civil Service in Meeting Room of Committee I DPD RI, Senayan, Jakarta, Tuesday (31/05/11).

Focused on this, the aspect of coaching staff from the reception until the separation is directed primarily to support the implementation of tasks in the field. “For that, the system of personnel development will be more decentralized by giving greater authority to the heads of police organizations at lower levels to develop their employees” said Farouk.

In terms of stratification according to rank, the higher and the more number of rank, the greater the energy to meet the needs of organizations / facilities and their supporting processes. Therefore, the Police rank system is different from the one prepared by the military either in form, designation, or structure, so that a maximum of only 12 (twelve) levels, which each level of rank reflects the level of skills, roles and positions.

Speaking of TNI / Police rank, Alirman Sori (Senator of DPD RI from West Sumatera) asked, “if it got stuck on the highest rank, can it be transferred to somewhere else?” Hari Utomo (Wakababinkum TNI) said that the mutation could be done within the TNI / Police to other agencies or department in accordance with rules and regulations.
