The 13th Plenary Session of DPD RI Ratified Three Decisions
The 13th Plenary Session of the House of Regional Representative of the Republic of Indonesia ratified the Bill on Local Government, supervision over the implementation of Law Number 20 Year 2003 on National Education System with regard to the Implementation of the National Exam in Academic Year 2010-2011, as well as DPD RI consideration on the Draft Law of Higher Education. The Plenary Session took place at Nusantara V Building, on Tuesday (14/06).
The Bill of Local Government has completed its discussion although through a long process of discussion. “Because of development of political dynamics which high enough in Committee I related to substance, ” said Eni Khairani, Vice Chairman of Committee I of DPD RI.
In outline some substances that are in the Bill of Local Government include: 1) reorientation of issue of the state division, expansion and the grand design as well as merging areas; 2) affirmation of the term “Additional duty” and the definition of government and governance; 3) define some terms that are in the Law No. 32 of 2004; 4) arrangement on the relationship between the Provincial Government to Regency / Municipality and Local Government with the Central Government including DPR, DPD, and other state institutions, 5) arrangement on aid from central government to archipelagic province; 6) broader arrangement to special areas; 7) basic arrangements regarding of funding for regional, local staff, and other issues that arranged the Sectoral Legislation so the bill is expected to become the Umbrella Act; 8) arrangement on the mechanism for the appointment of Deputy Regional Head.
Meanwhile, Committee III has completed the supervision over the implementation of Law No. 20 of 2003 on National Education System with regard to the Implementation of the National Exam in Academic Year 2010-2011, as well as DPD RI Consideration over the Bill on Higher Education.
From the results of supervision over the implementation of Law Number 20 Year 2003 DPD RI recommends the government to: 1) stopping the National Exam as the final evaluation of students to the school, 2) mapping of education through research or scientific survey that can be accounted its validity without being encumbered with a pass or did not pass; 3) providing assistance to improve the quality of education based on educational mapping, and 4) following up on all forms of fraud and breach of National Exam implementation, including the budget deviations through the handling legally and administratively.
Furthermore, recommendations of DPD RI regarding the Bill of Higher Education, namely: 1) Bill needed to set the provisions concerning State and Private Universities are balanced by taking into account the special needs of Private University that has unequal ability in organizing and managing Higher Education; 2) Bill on Higher Education should pay attention to quality improvement and spread of Higher Education evenly across in the region.
