Significance of Balance Fund Vision in Unitary State Framework
Jakarta, dpd.go.id – Transfer of balance fund of central and local governments up to now there is still no certainty about calculations formula. This makes the region unable to calculate the exact amount how much DAU (General Allocation Fund), DAU (Special Allocation Fund) and DBH (Revenue Sharing) that will be accepted. As a result, the balance fund has not been able to lower the inter-regional disparities. This information is conveyed by Mudrajad Kuncoro, professor from Economy Faculty of Gadjah mada University, in Public Hearing Meeting of Committee IV DPD RI about “Transfer Fund to Region,” in DPD RI Building, Parliament Complex, Senayan, Jakarta, Tuesday (28/06/2011).
Mudrajad confirmed, although the transfer funds to the regions increase doubled up to Rp. 392, 98T, but it is still not in line with increased of regional prosperity. “Revision of law No. 32 of 2004 and Law No. 33 of 2004 as an integrated package is needed,” proposed the author of Dasar-dasar Ekonomika Pembangunan.
There are at least three things that need to be done to maximize the amount of transfer fund to the regions, which are; diversion of Dekon / TP funds of Ministry / Agency to region transfer, encourage public investment, and encourage private investment. Most importantly, there must be clarity of vision to the NKRI future in relation to the balance fund so that no more gaps between regions.
In line with Mudrajad, Economist from University of Indonesia, Suahasil Nazara, also expressed concern about regions that threatens going to separate from NKRI due to inequality and regional disparities. It is necessary to set the balance fund on proportionate, transparent, accountable and efficient manner in NKRI framework. One of these steps is to create an easy formula for balance fund to be counted and verified by central and regional government that defined in the Act or Government Regulation.
“The central government must be sensitive to the regional needs, do not wait for the region threatened the unity of the State then make a special autonomy measures and so on,” said professor from Nias Island.
