The Draft of National Security: Security System is Urgently Changed
Committee II DPD RI held a Public Hearing (RDPU) to discuss the Draft of National Security in Parliament Complex, Senayan-Jakarta, Tuesday (14/06/2011). Farouk Muhammad (DPD RI member from West Nusa Tenggara province) led the meeting with Ign. Soeprapto Poedjosoekanto (College of police Science), Al Araf (Program Director of Imparsial) and Sidratahta Mukhtar (Lecturer of politic and security of Indonesian Crhistian University) as speakers. Public Hearing is aimed to get suggestion and constructive criticism for the Draft of National Security.
Ignatius suggest deletion of state security defense paradigm as mentioned in Article 6 of State Security Defense Act that explain the differences in defense efforts with the security efforts. Universal Defense Systems is prevailing system that was regulated in National Defense Act No. 3 of 2002. Ignatius also gave his opinion on definition of national security contained in the Draft of National Security.
“It’s hard to establish a Draft of National Security without understanding evolutionary development of security concept,” Al Araf added. Dimension of security is very broad, security no longer assumed the country as an object that must be maintained but also means to maintain security of human and humanity itself, including issues of social welfare, economics and politics.
Associated with the evolving concept of security, issues of security concept are divided in two forms of traditional security (security of a State) and non-traditional (Security of subject). In fact, the encountered problems in Indonesia are the threats that are non-traditional.
