Fifth Amendment of the 1945 Constitution is Necessity

The power of House of Representatives (DPR) as a legislature all this time can be said not limited. Thus, the formation of House of Regional Representatives (DPD) is a right step because DPD can serve as a limitation of the power of DPR. “DPD or senator is an institution that can cool the power of DPR.” That was conveyed by Laica Marzuki (Specialist in Constitutional Law) in the State Dialogue of DPD RI (15 / 6). In the dialogue held in the lobby of DPD Jakarta, Laica also revealed that Indonesia should not hesitate to implement a bicameral system. However, the bicameral system adopted by Indonesia all this time is lame. “Thereof, strengthening the DPD is essential to make our bicameral system not lame,” Laica added. In other words, Laica also supported the fifth amendment of the 1945 Constitution.

Meanwhile, Gendur Sudarsono, Chief Editor of Koran Tempo, in that occasion also conveyed the same opinion as the two previous speakers. Regarding to the proposal of the Fifth Amendment of the 1945 Constitution, Gendur stated that what has been initiated by DPD is important. In addition to amend the constitution, he said, other things that need to be changed to improve Indonesia are democratic, parties, and elections system.

At the end of the dialogue, Bambang Soeroso, Senator from Bengkulu Province, reiterated the necessity of the Fifth Amendment. “For a better Indonesia, the Fifth Amendment of the 1945 Constitution is a necessity,” he concluded. (AF)
