DPD is Ready to Submit the Revision of State Finances Law

Jakarta, dpd.go.id - Plenary Meeting of Committee IV, with the agenda “Submission of Academic Text Draft of Revision of Law No.17 Year 2003 and revision of Law No.33 Year 2004 by the expert team” has approved Academic Text of revision of Law on State Finances. Prof. Arifin P. Soeria Atmadja, Expert Team of Committee IV DPD RI, said that there are some fundamental changes in the revision that is change in the name becoming Finance Law. This change is in accordance with the title of Chapter VIII of the 1945 Constitution, i.e. The Financial Affair,” said Arifin in Meeting Room IV DPD Committee, Parliament Complex Senayan, Jakarta, Wednesday (22/06/2011).

Major issues covered in the academic text, among others; differentiation of beginning period of the fiscal year between central and local governments, affirmation that finance of BUMN/BUMD excludes in the state finances, as well as the budget process through three bases of democracy between DPR, DPD, and Government. In this case, DPD RI should be included in discussing the macroeconomic framework and points of fiscal policy in discussion of state budget Bill next year.

Consideration of DPD becomes basis that determines the decision about the state budget Bill related to the needs and interests of the region,” said the Professor of UNTAR.

Meanwhile, Dian Puji Simatupang, Member of Expert Team of Committee IV DPD RI, explained that when the State finances have been submitted as a capital of BUMN, then it has the authorization on the money. This division is to clarify the status of money and the parties that are authorized to conduct audits on the use. “BPK has obligation to examine state finances sourced from the state budget, while BUMN in accordance with its AD/ART is a public institution which should be examined by a public accountant,” said Dian.

Regarding the issue of slackness of region in pervading the budget, the proposal of distinction in the beginning of fiscal year between central and local governments is expected to be the solution. It proposes that the budget year of central government begins on January 1 until December 31, while the budget year of regional government begins on April 1 to March 31.
