In Order to Be Not Symbolic, Governor Needs Full Authority
The role of the governor as the representative of central government in regions is considered to have shifted, there are even opinions that the governor is now just a symbol, has no meaningful authority. Related to the local government bill, the role of governor is again questioned.
In theory, Indonesia adopts unclear concept, whether using the Continental concept (used by countries in Europe) or Anglo-Saxon concept (used in America). This was revealed by Bhenyamin Hoessein, Professor of Public Administration, University of Indonesia, in a Talk Show DPD RI “Indonesian Perspective” held at the Press Room of DPD RI, on Friday (27/05/11). In the Talk Show entitled “Quo Vadis Role of the Governor in the Local Government Bill”, Bhenyamin firmly said, “The law of local government in Indonesia is giddy.” The unclear concept leads to the unbroken chain of command from the central government to local governments.
A member of Presidential Advisory Council of Governance and Bureaucratic Reformation, M. Ryaas Rasyid, agreed with Bhenyamin’s opinion, that Indonesia is doing a lot of deviation concept. He further said that the governor does not even have the authority in the regions they lead. “Thus, the central government must give full authority to the governor to take care of domestic affairs that can be handled by local governments,” he said. The solution will also make services even more closely with those who are served, i.e. the people. In addition, the placement of autonomy in the province has also created one line of command between the regents and mayors.
In response, Kurdi Matin, an expert staff of Banten Governor in Governance, approved if the governor is given authority. According to him, so far the governor has actually had the power; only the power cannot be executed. “If we want a strong central government, we must also realize strong provincial governments,” he said. In line with the previous thought, Kurdi stated that this is not a simple matter because of the trapping innovation system and inconsistencies of Law.
Meanwhile, from the viewpoint of the House of Regional Representatives (DPD) as the voice of regional aspirations, A.M. Fatwa spoke. In his point of view, all the time government and the House of Representatives pull and draw out the bill. DPD itself has participated actively with the action of “pick up the ball” and has even discussed the issue in Committee I. “Actually, we are just waiting for government initiatives and the decisions or the political will of the president,” stressed A.M. Fatwa who is a senator from the Province of DKI Jakarta. (AF)
