Bulog Managing Director: “Raskin to maintain Food Security for the Poor”
Food occupies a high priority in the economic development of a nation, while the food in Indonesia is identical to rice. The price of rice becomes the locomotive for the price movement of other goods and services. Therefore, “The government keeps the prices of rice stable for the purpose of controlling inflation and poverty”, said Sutarto Alimoeso, Bulog Managing Director at RDPU of Committee II DPD RI on Committee II meeting room of DPD RI, on the 3rd floor Building B DPD RI, Senayan, Jakarta, (30/03/2011)
Raskin program is (i) social protection program for the Poor Households in the form of targeted food subsidy, (ii) opening access to economic (affordable price) and physical access (rice is available at the distribution point near RTS) to food, and ( iii) protection for household food from the threat of malnutrition, especially energy and protein.
In RDPU, Ahmad Subadri DPD RI Senator from Banten asked about Tangerang City that would not accept raskin, as quoted, “Mayor of Tangerang refuse to accept and distribute raskin, the Mayor stated that those rice are bad, lousy and scales shrinkage?”said Ahmad Subadri.
In response to that question, Bulog Managing Director promised to folow-up these aspirations “it has become our concern, we’ve asked for this to be resolved, and it seems only a matter of communication and I guarantee that the rice is no longer the old one, the old rice usually has louse, of course, it has become our concern and will certainly be folowed up as soon as possible”, said Bulog Managing Director.
Before the RDPU is closed, Aryanthi Baramuli the DPD RI Senator from North Sulawesi and Parlindungan Purba, SH,. MM the DPD RI Senator from North Sumatera conveyed that the laboratory results of raskin rice samples received by the people of North Sulawesi and North Sumatera to the Managing Director of Bulog RI.
This RDPU of Committee II DPD RI concluded such as agree that raskin distribution supports pillars affordability, strengthen the food security of poor households, and fulfill the basic rights of food (rice) for the poor families by reducing the burden of expenditure, Committee II also asked for support from the Ministry of Agriculture and Bulog to be able to socialize locally-based food as one alternative source of carbohydrates instead of rice so that the locally based food carbohydrates can be disseminated and used in all areas, and toward the problem of arrears of Farm Credit (KUT) on which banks are still reluctant to provide credit in question, therefore Committee II will invite the relevant parties to discuss and provide alternative solutions so that KUT program for farmers can be achieved effectively.
