“We Build Roads First or Economic Growth First?”
Road infrastructure which is legally based on Law No. 38 of 2004 is fundamentally useful to support and move the economy and improve the competitiveness of nations.
Secretary of Directorate General of Highways Ministry of Public Works, Ir. Chairul Thaher, M. Sc conveyed that in essence the Act No. 38 of 2004 on the road are still competent and can be performed well, all this time deviations happen in the technical execution, if it is carried out in accordance with the law then the law is still relevant, the same statement is presented by H. Husyinsyah, Head of Department of Public Works of East Kalimantan Province. “This law is still relevant to be applied but there are some things that can be updated”, so he added.
Unlike the previous speakers, Ir. H. Bambang Susilo, MM, Chairman of Committee II DPD RI stated that most of the contents of Law No. 38 of 2004 regulates the highway, “actually according to the Ministry of Public Works, this law does not need to be changed, but keep in mind if we investigate, the major parts of the contents are about the toll road, therefore it is deemed by the DPD RI when engage in dialogue with Commission V, what kind of law is this, not pro region. So 50% of the law contains about the toll road “, he stated on RDPU of Committee II discussing the Bill on the road, at the Committee II meeting room DPD RI, Senayan-Jakarta (Monday, 03/07/2011)
Director of PT. Jasa Marga, Ir. Frans S. Sunito, explained when talking about the toll road, then the question arised “We Build Roads First or Economic Growth First?” He said, furthermore explained if the options are used to build roads funding support by the absolute government, because in the region which its economy is not yet fully grown, the toll road is certainly not financially feasible, but economically necessary,
The RDPU of Committee II expected the Ministry of Public Works at least the Great Hall of the Road Implementation to assist Senators of DPD RI during a working visit to the constituency as it has been done before, The RDPU also concluded that proper weight of the vehicle through the road also needs to be arranged more assertively in the revision of Law No. 38 of 2004 on Road because in some regions, especially regions with mining, many mining vehicles passing through the road surpass the proper capacity the national road construction is still not balanced between road development in western region with the eastern region, where the eastern region such as in the Moluccas and Papua, the development is still very minimum and it needs to get attention from the Ministry of Public Works.
