The 10th Plenary Session of the House of Regional Representative of the Republic of Indonesia in Period Session III of Session Year 2010-2011

The 10th Plenary Session of the House of Regional Representatives (DPD) RI in Period Session III of Session Year 2010-2011, was held at Nusantara V building, Parliament Complex in Senayan, Jakrta, Tuesday (15/3). The session was chaired by the Chairman of DPD RI, Irman Gusman, accompanied by Vice Chairwoman II DPD RI, G.K.R. Hemas, while Vice Chairman I of DPD, Laode Ida was unable to attend because of the invitation of the Chairman of the Senate of Cambodia in the framework of strengthening relations of DPD with the Parliament of Cambodia. In addition, the plenary session was also attended by 78 Senators of DPD RI.

Agenda of the meeting is to report progress on implementation of tasks of the Fittings and the DPD Group in The People’s Consultative Assembly (MPR). Moreover, in this plenary session also endorsed the decision of Committee II.

Opening the session, Irman Gusman expressed his concern over the tsunami disaster that occurred in Japan and the calamity that occurred in Pidie, Aceh. “We surely can feel the suffering of the people of Japan. We also have experienced the same thing in Aceh, Yogyakarta and other areas in the country. ”

Report progress on task implementation of Committee I of DPD RI was submitted by the Chairman of Committee I, Dani Anwar said that the Committee I still continue to attempt to complete the four-bills, namely: the Bill on the Regional Head Election (Election Bill), Bill on amendment of Law No. 32 of 2004 regarding Regional Government (Government Bill), Bill on the Amendment of Law No. 43 of 1999 concerning Amendment to Law No. 8 of 1974 on the Fundamentals of Personnel (Civil Service Bill), and Bill on the Village.

DPD RI of Committee II reported on progress on tasks implementation presented by the Vice Chairman of Committee II, Budi Doku. “Regarding to the preparation of the Bill for initiative on amendments to the Law No. 22 of 2001 on Oil and Gas and the Bill on Amendment to the Law No. 38 of 2004 on the road, until today the preparation of both the new bills are on the stage of preparing an academic paper and draft bill,” said Budi Doku.

Not only delivering the report, Committee II also asked the plenary session to ratify the views and opinions of DPD RI against the Bill on the Prevention and Combating Illegal Logging and the Bill on Amendment to Law No. 17 of 2008 on shipping.

Then the report progress on implementation of the audit committee III was submitted by the Vice Chairman of Committee III, Ahmad Jajuli. Submitted that the Committee III has conducted RDP/ RDPU with National Education Standards Agency (BSNP) related to supervision over the implementation of Law No. 20 of 2003 on National Education System. Then related to the consideration of the bill on Halal Product Warranty, the Committee III had conducted RDP with the Institute of Food Research, Drugs and Food of Ulama Indonesia Council (LPPOM MUI), Indonesian Chamber of Commerce (Kadin), the Indonesian Consumers Foundation (YLKI) and the Food and Drugs Supervisory Agency (BPOM).

Committee III has also scheduled a meeting with three (3) Ministries which are the National Education Minister, Administrative Reform Minister and Women Empowerment and Child Protection Minister.

The development of report and execution of Committee IV tasks were submitted by Vice Chairman of Committee IV, Abdul Gafar Usman. “We will deliver two things, first, requested for the plenary session to ratify the views and opinions of the DPD RI against the Bill on Public Accountant. Second, provide information and report the essential agenda in accordance with their duties and functions of Committee IV DPD RI, “said Abdul Gafar Usman.

The Public Accountants Bill provides the legal basis for the implementation of the public accounting profession with the purpose of providing clarity on the definition, tasks, professional standards, setting tasks, functions, types of services, and accountability mechanisms of public accounting profession.

“The purpose of this bill is to reach a healthy practice of public accounting, the legal foundation for the healthy practice of public accountants and ensure legal certainty,” said Abdul Gafar Usman.
