Saving Sustainability of Special Autonomy in Papua

As it is being hotly debated, the special autonomy in Papua, applicable since 2001, does not run as expected by the indigenous people there. There are many irregularities and even human rights violations. As a result there is no development there, the indigenous people never enjoy the fruit of his homeland.

The House of Regional Representatives of the Republic of Indonesia institutionally gives special attention to Papua by the establishment of the Special Committee (Pansus) about the problem of special autonomy in Papua which is chaired Drs. Paulus Yohanes Sumino, MM, OFS (Member of DPD RI from Papua). Papuan Special Committee held a Focus Group Discussion (FGD), which was attended by several representatives, among others, from the Ministry of Home Affairs, Ministry of Justice and Human Rights, Ministry of Finance, experts from various universities, the Papuan People’s Representative Council (DPRP) and DPRD of West Papua and the local parliament community leaders in Papua and West Papua on Monday (20 / 2) on the 2nd floor Building B DPD RI, Parliament Complex, Senayan. Unfortunately, the discussion was not attended by the Governor of Papua and the Governor of West Papua.

Drs. Susilo, who represented the Minister of Home Affairs said, ”Various problems that occurred in Papua until now is related to norms conflict. For the future, the national and regional relationships should also be clarified and harmonized. As for the harmonization of national and local in NAD are running quite well. ”

It reached its peak on Tab 5 (five) of general assembly of the MPR in 1999, about regional development that related to special autonomy, then the changes in the Constitution were accommodated in article 18a. Why the special autonomy was proposed because there was a desire from Sabang to Marauke, to remain to be one but giving attention to diversity and affirmative approach. After the Law No. 21 was issued, there was no escort from the Ministry, as it was implemented into every region. The philosophical, ideological, sociolist knowledge is not controlled by bureaucrats, then the handling sector appeared, this is the problem because if it is not addressed soon, we will have to repeat all from the beginning. This is a big mistake,” said DR. Ahmad Farhan Hamid, MS (NAD) expressing his disappointment.

Dr. Purwo santoso (UGM) used the parable of how to treat the disease, if the source of the disease could not be found, it could only solved the symptoms, this is probably the reflection on the implementation of special autonomy policy. This is actually not only about the issue of Papua, because the thought about the relationship of the central region should be the same. Troubled by that tendeny, UGM brought the idea of asymmetric decentralization, decentralization must depart from the difference not from a script of law.

Points generated in the discussion include common understanding about the problematic Autonomy for nine years, the problem of Autonomy is the problem of structural, cultural and ideological that caused the failure of Autonomy implementation, the escort of development in Papua by the Government in particular, which then recommended to the Vice President, State Audit Agency (BPK) is currently auditing the Special Autonomy Fund that will be completed in March, the use of Autonomy funds is not based on the Papua development blueprint, Government management is not optimal, and even tended to marginalize the people who were in Papua.
