MMP as the Next Election System

At the Public Hearing Session (RDPU) Bill Drafting Committee (PPUU) on the Amendment of Act No. 10/2008 on Elections for the DPR, DPD, DPRD that held in PPUU Meeting Room Building B, Fl. 3, Senayan Jakarta, Thursday (03/03/11), Hadar N. Gumay, representatives from the Center for Electorat Reform (CETRO) gives an idea to consider the Mixed Member Proportional system (MMP) as the next General Election System.

The system is considered capable of reducing the problems that often occurred in previous elections as a dispute between inter-party candidate even among candidates of one party, and the money trick problem in the events, “With the MMP, those potentials are much smaller,” said Hadar.

In MMP election system, voters in the voting mechanism will remain the same as the previous election that voters chose parties and also candidates. However, the coverage area of electoral district will be made more narrow than they are today.

Regarding the voting rights in the MMP system, M. Syukur (DPD Senator from Jambi) questioned, “If one political party wins in Indonesia, but the person does not exist, where will the strength be?”

Hadar explains that the person proposed or nominated remains the person of the party, so the vote will be given to the party, “so that’s where the party actually get a full mandate power, just have to fill it,” said Hadar briefly.

The meeting led by I Wayan Sudirta (DPD Senator from Bali) also invites Syamsuddin Harris from the Indonesian Institute of Sciences (LIPI), which provides some key points about the Revisions of Electoral Act, he argued “Every electoral system basically has weaknesses and strengths.”

Syamsuddin explained several other election system besides MMP that could be taken into consideration. First, open proportional system with a mechanism of 70% for selecting candidates, 30% use a closed proportional system of choosing political parties. Second, limited open proportional system of the Law Number 10 of 2008 version (Before the Constitutional Court decision) with a more reduced BPP percentage.

RDPU is closed with the hope expressed by the Chairman of the meeting on the results of exposure to the opinion of the speaker, “so that there is a product of views and opinions contains analysis of each existing law chapter so it becomes a DIM,” said I Wayan Sudirta.
