Dani Anwar: The Congestion Solution Is By Applying Macro Transportation Pattern
The Provincial Government of DKI Jakarta is considered yet unable to overcome the congestion problem in DKI Jakarta. Traffic congestion in Jakarta can be overcome gradually, if the Governor of DKI willing to move fast and focus on solving this problem. The opinion appeared in the Indonesian Perspective dialog with the theme of “Congestion of Jakarta, Is there any solution?” in the press room, the Parliament Complex, Senayan, Jakarta, Friday (3/4). Speakers who attended the dialogue was Dani Anwar (Chairman of Committee I of DPD RI), Sutanto Suhodo (Deputy Governor of Industry, Trade, and Transportation), Sutiyoso (Former Governor of DKI), and Darmaningtyas (Director of the Institute of Transportation Studies.) Dani Anwar said that until now there is only one policy which run by the Provincial Government of DKI Jakarta and has not been proven to solve it. “The one and only policy that done by Fauzi Bowo (Governor of DKI) i.e. makes children’s school hours becoming earlier than before. But, still, congestion occurs,“ said Dani. Therefore, Dani gave solutions in order to reduce congestion then the Governor of DKI should continue the Macro Transportation Pattern (PTM), instead created a new policy such as the construction of six new toll roads. According to Dani Anwar, construction of six toll road should be canceled, because it will increase traffic congestion in Jakarta. It will make people interested to have private vehicles. “There will be more vehicles coming to Jakarta, the toll gates like a bottle neck, traffic jams in Jakarta will occur in the middle of town,” he said. Suhodo Sutanto said that the Provincial Government of DKI Jakarta has made a blueprint of congestion that consisting of 3 pillars. First, build road infrastructure deficiencies. Sutanto gave an example of Singapore which its path ratio doubled from Jakarta but it has good public transport. “We must catch up the infrastructure that left behind. Although there are Law on Spatial, environmental, and green space that have to be preserved, including public and private space, it also limits us to expand, “said Sutanto. Second, build the public transport. Sutanto explained that public transportation must be balanced with personal transportation. Now, the population of public transportation reaches to 3% while the rest is personal transportation. Third, build traffic management that is road arrangement, so the infrastructure can be used optimally. Examples of traffic management are a policy to make school’s hours earlier and sterilization busway lane. Agreed with Dani, Sutiyoso also asked Fauzi Bowo to continue the PTM model which researched during seven years. In PTM was explained about the medium and long term solutions to reduce congestion in DKI. The solution that is build 15 busway corridors by 2010, Mass Rapid Transit (MRT), as well as mass trasit that rail and water based (water way). “Unfortunately PTM is not implemented consistently. Busway abandoned and the water way was removed,” Sutiyoso deplored it. Meanwhile, Darmaningtyas said congestion actually can be solved if Fauzi Bowo have a concern and able to continue the development programs of the previous government, namely Sutiyoso. “So, it depends on the leaders, whether he/she has concern and able to continue the previous government programs or he/she has their own programs solutions to overcome these congestion,” she said. Darmaningtyas said three years of Fauzi Bowo’s leadership, he yet build any one corridor. Even the operation of the three corridors which its infrastructure built during Sutiyoso’s period is delayed, because Fauzi Bowo focused on MRT which needed more time. The obstacle in dealing with congestion problems is a crisis of medium and long term solutions that have been described in the PTM. Darmaningtyas sure, if the PTM is consistently implemented by the government, then it can reduce congestion.
