Committee II of DPD RI Acts as a Bridge Between PIP and Local Government (PEMDA) for Regional Investment
Government Investment Center (PIP) is Indonesia’s Soverign Wealth Fund (SWF), and becomes the operator of government investment in the areas of infrastructure that aims to stimulate national economic growth through investment in strategic sectors that provide optimum yield with measurable risk.
Committee II held a hearing with the PIP and among the Head of Local Government are Head of Bappeda East Kalimantan, Regent of Langkat, Mayor of Tebing Tinggi, Regent of Paser, Regent of North Penajam Paser, Head of North Penajam Paser Parliament, Regent of Berau and their staffs, “This meeting is Parlindungan Purba’s initiative in order to accelerate the growth of government investment in improving the regional economy,” said Ir. H. Bambang Susilo, MM in the Public Hearing (RDPU) of Committee II at RDPU meeting room DPD RI, on the 3rd floor, Building B DPD RI, Senayan-Jakarta (03/09/2011).
Soritaon Siregar, Head of the Government Investment Center of Ministry of Finance, presents an investment that can be done in the region in the acceleration of regional development namely infrastructure development, many requirements are needed to get investment from the PIP. Terms or financing schemes that can be done by the Local Government in performing loans to the PIP are:
a. The Government has the infrastructure projects development in which completion of the project is more than 1 year.
b. Local Government (Pemda) requires external funding through loans to the PIP.
c. PIP provides loans to local government to complete the infrastructure projects.
d. Local Government (Pemda) completes infrastructure projects more quickly with PIP funding.
e. Infrastructure projects contribute to the Regional Expenditure Budget (APBD).
f. Local Government (Pemda) returns all obligations (principal and interest) to the PIP through the budget of the project development
At the end of RDPU, Parlindungan Purba, SH., MH (Senator of DPD RI from North Sumatera Province) concluded that with the exposure of the PIP,” we expect local government entrepreneurial thinking to get the local infrastructure financing scheme”, he said.
RDPU of Committee II expects that what is conveyed by the PIP in disseminating its work program is very relevant to development plans in the region. Therefore, the Committee II agreed to cooperate with the PIP in disseminating the work program throughout provincial government, districts/cities across Indonesia.
