Andrinof Chaniago: No Need for Separate Legislation on Community Involvement, Revising the Existing Law is Enough.
Andrinof Chaniago, as the expert, recommended that there is no need for separate legislation to regulate the community involvement in the Public Hearing Session (SDPU) Bill Drafting Committee (PPUU) regarding the Bill on Public Participation in PPUU Meeting Room Building B, Fl. 3, Senayan Jakarta, Thursday (03/03/11).
According to him, no need for a new law, but simply by revising the laws that already exist, such as Law No. 10 of 2004 and No. 25 of 2005. As for technical solutions, it can be done by opening access and optimizing the use of information technology for community involvement, “Now there is a solution, although it doesn’t cover all which is with the presence of Information Technology,” explained Adrinof.
Unlike Adrinof, Jacob Jack Ospara (DPD Senator from Maluku) argued that ‘the people’s voice is the voice of god’ and this law essentially requires that all state institutions should involve or include the community, “In my opinion, it is better to be separated, “he added.
In the session, led by M. Syukur (DPD Senator from Jambi), Djasarmen Purba (DPD Senator from Riau Islands) also expressed similar thing about the involvement of community participation. In terms of whether the law of public participation is important or not, “if you ask me, this is still important Sir.”
Meanwhile, Sulistio, the expert from IPC, said, “There is no harm in actually making a record of participation from the fact that our rules are not yet completed,” and that’s how the community should be regulated and not about the way of the community but how it goes when aspirations, the management in it or the recipient is capable of processing the aspiration.
“The problem now is whether we want to institutionalize the participation or we would contemplate so that participation will be managed,” said Sulistio.
