The 9th Plenary Session of the House of Regional Representative of RI Period III Session Year 2010-2011
The 9th Plenary Session of the House of Regional Representative (DPD) RI of Period III Session Year 2010-2011, on Wednesday (16 / 2 / 2011), was located in Nusantara V Building, Parliament Complex, Senayan, Jakarta. Session was chaired by the First Vice Chairman of DPD, Laode Ida, accompanied by the Second Vice Chairwoman DPD, G.K.R. Hemas, since the Chairman of the DPD, Irman Gusman was having a working visit to the province of Gorontalo.
The Agenda of the meeting is the progress report on implementation of tasks from the DPD Fittings and DPD group in the MPR. Moreover, this plenary session also endorsed the decision of each committee, except the Committee IV.
The progress report on implementation of DPD RI Committee I task was submitted by the Chairman of Committee I, Dani Anwar explained that related to the discussion of the Bill with the DPR and Government (Compilation of Views and Opinions), Committee I which during this session has been completed the views and opinions of DPD RI on the Bill on Provincial Privileges of Special Region of Yogyakarta and Central made discussions toward the views and opinions of DPD RI on the Intelligence Bill.
“As we have previously informed that the views and opinions of DPD RI toward the Bill on K DIY was read on February 2nd, 2011 at the forum working meeting between 2nd Commission with the Government and the DPD RI. So as the institutional result such as the mandate of the Constitution, Committee I asked for todays plenary session to ratify the views and opinions of DPD RI to become the product of DPD RI, “said Dani Anwar.
The Committee II of DPD RI reported the progress on implementation of tasks that was submitted by the Vice Chairman of Committee II, Mursyid. In his presentation, Committee II expressed on 4 things, which are: first, the preparation of the Proposed Initiative Bill of DPD RI; second, the preparation of the views and opinions of DPD RI toward the Bill; third, the supervision over the implementation of the particular Law; fourth, etc..
Before concluding the report of progress on implementation of tasks from the Committee II, it was also submitted a request to pass the initiative bill of DPD namely the Bill on the Marine. “In this occasion, we on behalf of Committee II ask the plenary session to also approve the views and opinions of DPD RI about the Bill on Micro Finance Institutions; The views and opinions of DPD RI about the Bill on Amendment of Law No. 9 of 2006 on the Warehouse Receipt System and; The views and opinions of DPD RI about the Bill on Amendment of Law No. 32 of 1997 about the Commodity Futures Trading, “said Mursyid.
Subsequently, the report of progress on implementation of tasks of DPD RI committee III was submitted by the Chairwoman of Committee III, Istibsyaroh. In her report, Istibsyaroh said that some of the materials are the Committee III priorities, namely: the Bill on Higher Education and the Bill on Amendment of Law No. 39 of 2004 on Placement and Protection of Indonesian Workers Abroad. Also conduct a working meeting with relevant Ministries, among others, with the Ministry of Youth and Sports of the Republic of Indonesia and also with the Ministry of Manpower and Transmigration of Indonesia.
“We ask the Chairman and all the distinguished Senators of DPD RI are presumably pleased to certify the supervision results of DPD RI Committee III on the implementation of Law No. 13 of 2008 on the Implementation of Haj pilgrimage associated with the implementation of Haj pilgrimage in year 2010/1431 H,” said Istibsyaroh.
In this plenary session, there is no endorsement request of decision from the Committee IV. While the report of progress on implementation of tasks by the special committee (Pansus) on Amendment of MD3 Law that was submitted by the Chairman of the special committee on Amendment of MD3 Law, Alirman Sori, was hoping that the plenary session decided to handle the follow-up produced by the Special Committee on Amendment of MD3 Law.
