The resolution of the House of Regional Representatives in 2011 was that it wanted to be known and loved by public in positive way. The desire was conveyed by Secretary General of DPD RI Siti Nurbaya Bakar in the event Indonesia Perspective Dialogue with the theme “DPD RI and Resolution of 2011″ held at DPD RI press room, Parliament Complex, Senayan, Jakarta, Friday (14/01). Other speakers at the interactive discussion were Refly Harun (Constitutional Law observer) and Cecep Effendi (Political observer).

In her presentation, Siti Nurbaya said about performance evaluation throughout 2010 and the program that will be achieved as resolution in 2011. Siti Nurbaya revealed that the performance and existence of DPD institutionally is getting better. In early 2010, the name of DPD RI mounted along with the DPR and MPR. Although it was just a name, it was very monumental.

Furthermore, DPD RI was able to realize its hard struggle about joint session between DPD and DPR RI in August 2010. The first joint session chaired by the Chairman of the House of Representatives Marzuki Alie. For this year, according to Nurbaya, joint session which will attended by President Susilo Bambang Yudhoyono will be chaired by the Chairman of DPD RI Irman Gusman.

Related to its role as a regional representative, DPD RI is preparing the representative building in each province. However, DPD calls it as an aspirations house as in accordance with the provision of Law.

“DPD agenda is more known by public and international world,” said Siti. The efforts which are made to realize it among others creating programs aimed to educate public and making more interaction with media. In addition, there are also regular programs such as improving the system of legislation and local regulations. DPD also want to be involved in preparing the Bill of State Budget. “Due to dealing with regional, we want to be involved in the formulation until the determination the Bill of State Budget,” she said.

The presence of DPD in the future, should give more action, including in the legislation process. In the future, the role and function of DPD should be better for solving national problems.

Siti Nurbaya gave an example when it appeared the polemics about the privilege of Yogyakarta. The leadership of DPRD of DIY has conveyed it directly in the plenary session of DPD. It received responses from leadership of DPR who delivered a letter from Marzuki Alie with draft attachments of Draft Law of DIY Privileges. Based on the response, then the function and role of DPD RI in legislation process had good improvement. “In the future, we are optimistic about the role and function of DPD that it will be better for solving national problems,” she said.

Refly Harun also agree with Siti Nurbaya about the existence of DPD which are less known by public. In the mass media, DPD also received fewer portions due to its issues and news was less attractive. “It is very rare or even no headlines in the media about DPD,” he said.

This situation made the prestige of DPD less well known, including in implementing its functions. Therefore, Refly expected that there was a change in DPD. The central role must be conducted by senators, specially related on regional issues. “Hopefully there’ll be two rooms, one for DPD so it can function optimally,” he hoped.

Moreover, according to Refly, DPD’s ability in processing issues needs to be improved. During this time the issues that processed by DPD is often late. DPD should be able to identify problems that will grow, but others did not pay attention about it. For example, on climate change issue this is not yet become DPR’s concern. “Maybe the DPD is concerned about these things, but public did not know yet,” he explained.

Refly also proposed that to be seen, the DPD should be able to put itself as a vortex of issue. That is, senators of DPD must be able to process the issues and express their opinion, even though it will become controversy. “The improvement of` capacity building ‘and the image of DPD in the public eyes need to be done continuously primarily with the media, “he said.

Meanwhile, Cecep Effendi said that DPD should be able to use the momentum and overcome an issue that is growing in society so that its presence is increasingly being recognized by public. “DPD RI must reveal itself. It is the way that its existence will be recognized by public, “said Cecep.

According to Cecep, there are several laws that will be revised this year and related to the existence of the DPD, i.e. the Law on Local Government, the Law on Financial Balance of Central-Local as well as the Law on Regional head Election. “DPD RI should be able to use the momentum and process issues related to the revision of the law. Or, the public will ask where the DPD RI is,” he said.

In addition, DPD RI must manifest itself in terms of regional interests. Cecep revealed that there are only few senators of the DPD whom paying attention regarding regional issues. Senators of DPD were focusing on national issues, especially about politics. “If these opportunities can be used by senators of DPD RI then its existence will get better. No other words, the DPD should manifest itself,” he said.

Cecep and Refly were optimistic that DPD RI will be able to enhance its role and function in 2011. The Secretary General of DPD RI Siti Nurbaya said that she and all the staffs will continue to make efforts for the role and function of the DPD and they were optimistic that it could be done.
