Revrisond: Cooperative Has Become The Capitalist Expansion Instrument
The RDPU of Committee IV with Dr.Revrison Baswir discussed the Bill on Cooperatives, the introduction and the opening of the meeting was done by the Chairman of Committee IV DPD RI, Prof.Dr.Jhon Pieris, SH., MH (DPD Senator from Maluku), then the meeting of the working team was led by chairman of the Bill on Cooperatives, Drs. H. Zulbahri M., M. Pd in the meeting room of Committee IV on the 2nd Building B DPD RI, Senayan, Jakarta, Monday (07/02/2011).
Based on the historical background of Indonesian cooperatives development, this nation has suffered eight cooperative laws. Four laws in the colonial period and four after the proclamation. “To discuss this new Bill let us return to its root, constitutional history, empirical facts, and settings such as what is needed if we still wanted to float the cooperatives”, said Revrisond.
Responding to the Bill on cooperatives, Revrisond Baswir (UGM Lecturer; Expert of Community Economy Study Center; Board of Experts Anti-Debt Coalition) stated the empirical facts from most of today’s cooperative that develops most growing businesses is savings and loans, the majority of business is to substitute the credit cards for members of cooperatives, shopping on credit through cooperatives, which raised the public views by becoming a member of cooperative, implicitly saying they can have a credit card, so they can spend consumtively. As if it is shopping in the cooperative but it is not at the cooperative, cooperatives are only the agents only. Cooperatives are not for consumer credit even if there are savings and loan, they were only for productive credit. Seeing the current development of cooperatives, Revrisond asserted that “the cooperative has become a tool of capitalist expansion” he said.
H. LL Abdul Muhyi Abidin, MA (DPD RI Senator from NTB) in response to the experts’ explanation of certain similarities, “according to your proposal, where does the good for the certain similarity and how about the differentiator?
Responding to questions and statements from senators, for the solution toward the controversy over the Bill on Cooperatives, Revrisond explained the solution to this Bill on cooperative was first, back to the joint or the basic concepts of the original cooperative principles, that is voluntary and open membership based on businesses sectors are not class members, each member has equal rights, one person one vote, so there is no longer members of the extraordinary term, second is how to accommodate diversity in cooperative law, whether certain things need to be regulated by law if the highest authority is in the member meeting, why not submitted any meeting of members, the last, as a record, on one hand the cooperative can be used as a political mobilization but at the same time the cooperative law will still ensure the cooperative could not be developed. And it is feared that the cooperatives will grow and develop that will threaten the flow of foreign capital into Indonesia. The bill was supposed to be a cooperative laws to accommodate the people’s economy movement.
