The Introductory Discussion was conveyed by GKR Hemas in Starting the Discussion Bill

The 2nd Plenary Session of Committee II DPD RI Session Period III Session Year of 2010 – 2011 had the agenda of Submission of introductory discussion bill in Committee by the Chairwoman of DPD RI, GKR Hemas and the Formation of the Working Team’s views and opinions on the bill led by Chairman of Committee II DPD RI, Ir. H. Bambang Susilo, MM, in meeting room of Committee II, 3rd floor Building B DPD RI, Senayan, Jakarta, Monday (17/01).

The Implementation of the Plenary Session was the performance of Consultative Committee Decisions No.11/PANMUS-DPD/I/2011 about policies of DPD RI Consultative Committee (Panmus) on Development of DPD RI FittingsWorking Mechanism on the fourth dictum, namely a discussion of the bill from the Government or the DPR that begins with the event of the Introductary Discussion Bill at the committee with the delivery of the principal introductary thoughts of DPD Chairman, with the introductary discussion format as follows the first is the Introduction; second, the Overview of Bills, and the third is the Strengthening accountability through members assignment of the Sign Inventory Problems (DIM) preparation from the members of each province.

To initiate the discussion of the bill that generating views and opinions of DPD RI to DPR RI, Committee II DPD RI had received five drafts of the Bill which are 1. Bill on Micro Finance Institutions; 2. Bill on the Prevention and Eradication of Illegal Logging; 3. Bill on the voyage; 4. Bill on the Warehouse Receipt System, and 5. Bill on the Commodity Futures Trading; therefore, the Chairman of DPD RI represented by GKR Hemas delivered introductory discussion as mandated by Panmus decision of DPD RI.


Based on the past experience as a regard to the time of submission of views and opinions to the DPR, Senator of DPD RI from Riau Island Province asked “is there any schedule about the date for these views and opinions, so that we can arrange the schedule, and not like in the past that failed, because each member of the province is given one week to submit the DIM, so when is the exact time that the committee II could finish?” asked Djasarmen Purba. Answering Djasarmen Purba’s question, GKR Hemas stated “in each glide of the bill, this is better than the past but in a settlement that will be submitted to the DPR, indeed we must come to observe, later the secretariat will observe and we will convey the time that really delivered to the DPR. Because sometimes the schedule was changed from the DPR but now the DPR and the DPD secretariat have to communicate intensely and well enough, hopefully later the suggestion could
turn out well, not like yesterday“, said GKR Hemas.

The Plenary Session of Committee II DPD RI decided to provide the opportunity for each member to compile Inventory Problems List (DIM) from each province within 1 (one) week, which the results from the DIM were submitted to the Secretariat of Committee II to be used as material for the expert staff of Committee II in preparing the draft of DPD RI views and opinions toward the five Bills that have been received by the Committee II, and agreed on the drafting team distribution of DPD RI views and opinions of the five bills that are divided evenly and represented by 6 (six) members of the Committee II of the Bill on Micro Financial Institutions chaired by Riza Falepi (Sumatera), the Bill on the Prevention and Eradication of Illegal Logging chaired by M. Gratitude (Jambi), the Bill on Amendment to Law Number 17 Year 2007 on Shipping chaired by Djasarmen Purba (Riau Island), the Bill on Amendment to Law No. 9 of 2006 on the Warehouse Receipt System chaired by Parlindungan Purba (North Sumatera), and Bill on the Amendment on Law Number 32 Year 1997 on Commodity Futures Trading chaired by Litha Brent (South Sulawesi).
