The 1^st Plenary session of Committee II DPD RI Session Period III Session Year of 2010-2011 led by Chairman of Committee II DPD RI, Ir. H. Bambang Susilo, MM, in the meeting room Committee II on the 3^rd floor, Building B DPD RI, Senayan, Jakarta, Monday (17/01).

The first plenary session held on the Session Period III in Session Year 2010-2011 was discussing the Inbox readings; Discussion and ratification of the plan of Committee II for Period Session of Year 2010-2011; Determination of Committee II Expert Staff; Determination of Expert Staff for Proposed Initiative Bill Committee II; Establishment of Working Team Proposal Initiative Bill; Determination of themes, places and the division of the 1^st working group visit of committee II on 21 – 25 February 2011 and the 2^nd working visit on March 21 – 25, 2011; preparation of Priority Scale of control law based on DIM Community Aspirations as a result of the regional visit.

In further discussion, this meeting discussed the Micro Financial Institutions Bill and the Shipping Bill which is the Initiative Proposal Bill of Senators of DPD RI in 2004-2009 period; on the present period (2009-2014), the Bill only becomes the views and opinions because of the limited funds, and in each session period is limited by only two (2) proposed initiative bill.

Related to the Determination of the expert staff of Committee II, because committee II already has two expert staffs (Masnur Marzuki and M. Andi Sadeli), they will add one more expert staff; in accordance with the agreement, therefore, the election of the expert staffs was submitted to the leaders and secretariat of committee II with more specific criteria namely the expert staff who has technical background and has a fluent English. As proposed by Ir.H.Abd. Jabbar Toba (Southeast Sulawesi), “let us improve our performance in the future and we specially need technicals, is it farming technique, or the road technique, so in the near future, the technical people are expected, not just people from the law or economics,” said Jabbar Toba.

The determination for the expert staff of Proposed Initiative Bill Committee II on oil and gas bill and on road bill has already been formed, and only waiting for the decree of the General Secretariat.

The Plenary Session of Committee II DPD RI determined that the establishment of expert staffs is submitted to the leader and the secretariat of Committee II, and the implementation of a working visit of Committee II takes the theme of the supervision toward the Law (the Law on the roads, forestry, water resources and the environment), the 1^st working visit is held on 21-25 February 2011 to East Java and Southeast Sulawesi, and 2^nd working visit on 21-25 March 2011 to Central Java and NAD.
