DPD RI in 2010 and Its Hope in Welcoming 2011

Chairman of the House of Regional Representatives, Irman Gusman expressed his views on various events in 2010 and his hopes in 2011, in the event Year-End Reflection of DPD RI on the theme “Indonesia of 2010 in Regional Perspective: Reflective Notes of DPD RI in welcoming 2011″. The event was held in the lobby of DPD, Parliament Complex, Senayan, Jakarta, Wednesday (22/12), which were attended by journalists and senators of DPD.

In his speech, Irman Gusman said that in 2010 DPD RI has completed 3 Draft Laws of the initiative proposal which were 26 views and opinions, 6 considerations on Draft Law and the State Budget and 15 supervision results over the implementation of the Law.

Another note, in the year 2010, precisely on January 11th, in institutional politics DPD RI symbolically gained recognition with the inauguration of DPD RI inscription on the Nusantara IV Building of Parliament Complex. Indonesian constitutional history also etched through the implementation of the joint session between the DPR and DPD in order to listen to the President’s state address. “It is reinforces regional political access in national political policy,” said Irman.

Irman Gusman also discussed the political upheaval which associated with the discussion of RUUK DIY. He said that the best solution for the privilege status of Yogyakarta that is by bringing together the perspective of government, the people, DPR, DPD, and DPRD. As an institution that guard the interests of regions, DPD RI has taken a political stance by legalize the initiative proposed Draft Law of DPD RI about DIY at Plenary Session of DPD RI on October 26th. “Essentially, DPD RI supports the privilege status in recruitment of local leadership by determination. Let us face the privilege status of Yogyakarta with clear mind. The mind can be heat, but the heart must stay cool, “said Irman.

Besides the issue of Yogyakarta privilege, Irman Gusman also mentioned that the issue of DKI Jakarta was a prominent issue in 2010. The problems of Jakarta were very complex and complicated, mainly because of floods and traffic jams. Jakarta issue was very complex with its basic problems of transportation systems, drainage systems, space systems and solid waste systems. “In 2011, DPD will schedule to discuss such matters solutions in order to find solutions,” said Irman.

Irman said that the Special Autonomy of Papua and border issues also became a concern of DPD in 2010. “DPD RI explores the Special Autonomy of Papua in order to obtain Papua development by specificity principle through the autonomy which can actually take place, well accepted and clear in the community,” he explained.

Irman also expressed his views on the mechanism of local election through the Regional of Representative (DPRD) which is a setback for democracy. “The issue of high political cost is not appropriate used as an excuse,” he said.

In 2011, it will be discussed the Draft Law of the Elections of Regional Head at the DPR and DPD will deliver a draft initiative in early 2011. The view of DPD RI on Regional Head Election will be corrected by General Election and improvements on techniques of campaign as well as supervision.

The corruption issue also became a concern of DPD. Irman said that the case of Gayus Tambunan became an indication of law enforcement was still weak, eradication of corruption, and also showed the poor of bureaucratic system. Therefore, the idea to build the KPK office in the region was welcomed by DPD. “Prevention efforts to eradicate corruption and abuse of power must be done continuously and consistently, since there is no advanced country because of corruption”, he said.

Furthermore in the economic field, in DPD RI’s note the economic growth was more driven by non-trade able sector. The non-trade able sector grew by an average of 8% while the trade able sectors such as agriculture, mining and manufacturing grew only 3.5%. “People have not yet felt the positive impact directly of macroeconomic growth that continues to grow in positive ways,” said Irman.

Irman Gusman said that several of natural disasters in the regions have increased the number of poor population in many regions. Therefore, DPD RI gave special attention through the Special Task Force. In the context of environmental management in order to suppress the trend due to global climate change, DPD gave special attention in terms of environment, which can also be associated with productive context and business. The plan is in January and April 2011, DPD together with UNDP of Jakarta and WWF of Indonesia will discuss together with regional community and international through the Forum of Business for Environment (B4E).

Hereinafter, Irman said the steps in overcoming poverty can be basically started with the handling of infrastructure and managing growth centers in various regions. “We want that all business sectors can run with the support of adequate infrastructure, in order to encourage regional economic progress in achieving growth, level of welfare, and open to domestic and international competition,” he said.

At the end of his speech, Irman Gusman encouraged the government to look and pay attention the input of DPD RI, among others, (a) The revenue-sharing fund formula of tobacco excise, (b) revenue-sharing fund of plantation, (c) guidelines for the education budget, (d) subsidy for teachers in accordance with minimum wages of teachers and education personnel, (e) social security and health, (f) producing region of oil and gas that does not get revenue-sharing fund.

Behind of all the DPD’s efforts, Irman Gusman acknowledged that there are things which still have not done yet i.e. build a legislation system with the House of Representative and national agendas of DPD. “This is our challenge. This is our homework together,” said Irman.
