The Existence Sovereignty of State Territory Will Face Challenges
Chairman of the House of Regional Representatives (DPD), Irman Gusman said the existence sovereignty of state territory will face challenges because the outer islands that have not functioned and the country’s borders that have not been resolved. “The outer islands should be settled its function immediately as well as the boundaries with neighboring countries,” Irman revealed after opening the DPD plenary session at Nusantara V Building, Parliament Complex, Senayan, Jakarta, Friday (3 / 9).
Its agenda was progress report on tasks implementation of each DPD’s organs and DPD groups in the People’s Consultative Assembly (MPR) also the ratification of the DPD’s decision. Irman said, the Indonesia-Malaysia relations have ups and downs and worsened in 2002 after the Sipadan-Ligitan which Malaysia claimed was reinforced by the International Court in Den Haag. Furthermore, in 2005 there was disputed state border region in Ambalat, and the last was three officers of Ministry of Marine Affairs and Fisheries (KKP) were arrested by Malaysian police on August 13th, 2010.
“These cases waken us that it is the time for Indonesia to show our country’s sovereignty and also its territory to the world community,” Irman said. Related to these issues, the Government of Indonesia declared their readiness to negotiate the state border region with Malaysia in Kinabalu on September 6th, 2010.
“DPD encourages the Government to resolve the case quickly and decisively, in order that it did not interfere with the sovereignty of a Unitary State of the Republic of Indonesia. To anticipate it, DPD has formed a Special Committee (Pansus) of Border State which will intensively discuss it. ”
Meanwhile, Vice Chairwoman of DPD, Gusti Kanjeng Ratu Hemas reminded us to monitor closely over the steps of the Government of Indonesia to resolve the problem of state border region with Malaysia. “Strict supervision is really needed remembering that the statement of the Government of Indonesia is too loose and normative.”
“The statements made Malaysia arrogant and considered that Indonesia was guilty or weak. As a result, the state border region violations and theft of Indonesian natural resources by Malaysia would be difficult to overcome. “According to her, the promise of President Susilo Bambang Yudhoyono to immediately resolve the state border region problems should be monitored closely with strict deadlines. “DPD will oversee this process to ensure the promise will be achieved and not be ignored.”
“The issue that has not finished yet will be profitable for Malaysia which can take the advantage of Indonesian deficiency,” Hemas said. “DPD was very concerned, especially since the biggest losses will be borne by local communities, which is the main interest of DPD.”
Hemas urged the Government action assertiveness. “Which is more than just words that soothe to ensure that state border region problem are not treated arbitrarily and Indonesia’s natural resources are not taken by a foreign party.”
She considered that Malaysian investment in Indonesia is more profitable for Malaysia, as well as Indonesian workers in Malaysia is more profitable for them. Therefore, the Government must do real act to protect the interests of Indonesia in the state border region which give impact on the national economy.
As a concrete action the government was immediately strengthening surveillance in state border region, improving the development and welfare of local residents, as well as inaugurating the establishment of the National Border Management Board (BNPP) and forming its regional representatives in accordance with the provisions of Law Number 43 Year 2008 on the territory of the State.
