DPD RI Receives the Summary of the First Semester Examination Results of Supreme Audit Agency (BPK) for Budget in 2010
DPD RI held a plenary session at Nusantara V Building, Friday, October 15, 2010. The agenda of the session is related to the submission of Semester Examination Results Summary (IHPS) and Audit Reports (LHP), the Supreme Audit Agency (BPK) in the period of January 1 to June 30, 2010 to the DPD. This was done to fulfill the mandate of the 1945 Constitution and other legislation, which aims to provide comprehensive information about the results of BPK for the management and financial responsibility of the state within one semester.
In his speech, Chairman of BPK RI, Hadi Poernomo reported that on first semester of 2010 BPK has carried out an examination on the management and financial responsibility of the central government, local government, Bank Indonesia, agency or other agencies, State Owned Enterprises (BUMN), Regional-Owned Enterprises (BUMD), State Owned Legal Entity (BHMN), and the Public Service Board (BLU). The total objects of BPK’s examination in First Semester of 2010 are as many as 528 examination objects. The total findings of 528 objects was examined as many as 10,113 cases in the value of Rp26, 12 trillion.
Moreover, it is reported that in the first semester of 2010, BPK has conducted performance examination over seven examination objects consisting of four examination objects in the environment of central government and three objects of examination in the environment of BUMN. The Performance examination aims to assess whether the activities have been carried out economically, efficiently and effectively. The performance examination is conducted on the examination object as follows (1) the development of information systems personnel at the State Personnel Agency (BKN), (2) the tax collection at the Directorate General of Taxation (DJP), (3) the management of steam power plants and steam gas power plants on Java-Bali Generatoion Inc., (PT PJB), and (4) other performance examination, namely the BKKBN, the Ministry of Maritime Affairs and Fisheries, Timah Inc., (Persero) TBK, and Asset Management Company Inc., (Persero).
Meanwhile, responding to reports that have been submitted by the Chairman of BPK, Irman Gusman as Chairman of DPD RI pay close attention four points that need to be underlined, namely:
1. There is a decrease in case finding if it is compared to the results of the second semester of 2009, namely as many as 10,598 cases are in a value of Rp46, 55 trillion.
2. Connected to the Local Government Finance Report (LKPD), in the first semester of 2010 BPK has examined 348 of 498 LKPD in Year 2009. LKPD’s Opinion in year 2009 showed improvement compared to the year 2008 and 2007. This shows higher awareness of the local government to present fairly the financial statements.
3. Not only opinions, but LHP BPK on LKPD also presented the findings of the Internal Control System (SPI) also the various findings of non-compliance with laws and regulations. Related to this, Irman urged that these findings should be of common concern to obtain the efficiency, effectiveness and to prevent the loss of state finance for the community and local interests.
4. Connected to LHP BPK that has been submitted, it is expected that there are cooperation and participation from Senators of DPD, particularly Committee IV and Public Accountability Committee (PAP) to further dissect LHP BPK as part of its constitutional duties, which is supervision.
Before closing the plenary session, Irman reminded that the fifth plenary session will be held on October 26, 2010 with the agenda of progress report in implementing their respective duties of DPD fittings and DPD groups in the Assembly (MPR) and the closure of The Period of First Session in Year 2010-2011.
