Committee II DPD held a Public Hearing Meeting (RDPU) with the National Construction Services Development (LPJKN), Association of Indonesian Engineering Workers (ASTTI) and GAPENSI (National Construction Contractors Association of Indonesia) in Meeting Room Committee II on the 3^rd floor, Building B DPD RI, Tuesday (19/10). RDPU led by chairman of Team Work (Timja) on Road, Ahmad Subadri accompanied by Secretary of Team work (Timja) on Bill of Road, Iswandi and Chairman of Committee II, Bambang Susilo.

Related to the Road problem, Ahmad Subadri looked at some things that become obstacles in the implementation of the Law on Road, in particular is the division of management authority also guidance and road maintenance. “The problem is the lack of coordination between central and local governments in this great hall road, especially in the repair of damaged state roads,” said Ahmad Subadri.

“Then the inhibition of the planning and supervision of the implementation of development and the maintenance of roads and bridges on the steps of the national road of provincial and district / city in result of frequent problems of land exempation,” he explained further.

In addition, Ahmad Subadri argues that the Law on Roads which is Law 38 Year 2004 is still very weak in socialization. Thus there is a need for socialization to the wider community about the Law. Other obstacles is that local governments complain the lack of balanced funding for the development and maintenance of road infrastructure.

“The issue of funding also need special attention, even more so in the terms of the funds budgeted in the construction and maintenance of roads, it is not in accordance with the length of roads and bridges that is constructed and maintained, so there are many levels of damage to roads and bridges in the functional Region of the road. This is also compounded by the frequent overloading of road, “he said.

The last concern is the central government still holds the authority in terms of highway construction, although local governments have signaled their readiness to be the host for the highway. Moreover, in planning the development of the road, there is still a lot of planning that is not comprehensive, so the construction of roads become wasteful and ineffective.
