The Special Committee of State Border of DPD Discussed the Border of the Unitary Republic of Indonesia (NKRI)
The Assembly of Special Committee of State Border the House of Regional Representatives of the Republic of Indonesia (DPD RI) with the Chief of the Army Staff, the Chief of Air Force Staff, the Chief of Naval Staff, the National Agency for Border Management discussed the state border. The trial was opened by the Chairman of the Special Committee of Border Ferry FX. Tinggogoy (DPD RI Senator from Southeast Sulawesi Province) on the third floor courtroom committee II building B DPD RI Parliament Complex, Senayan Jakarta, Tuesday (19/10).
Indonesia is an archipelagic nation with 4 countries bordering on land and at sea, Bill No. 43 of 2008 about the territory of the State. The sea borders with Malaysia, Papua New Guinea, Singapore and East Timor. In jurisdiction, Indonesia borders with 9 countries such as Australia, the Philippines, India, Malaysia, Papua New Guinea, Palau, Thailand, Timor Leste and Vietnam.
Government’s attention towards the border is always related to safety (security), so that construction on the border is more to security rather than the well-being (prosperity). While in some countries that directly adjacent to the border develop the border area as the region’s economic growth with adequate infrastructure and facilities along with the qualified human resources, from the Army, Air Force and Navy. Obstacles faced at the border are the lack of equipment budget in terms of armament and facilities, the obsolete and outdated combat equipment, also the minimum welfare of soldiers on the border.
Based on the paradigm in Indonesia, the border area is considered as the backyard and that is why the social and economic living conditions are generally poor, lack of infrastructure, and have no access because the border areas are usually isolated and therefore still have no accessibility of land, sea, or air. In addition, the quality of human resources in the border areas are low because they haven’t got the education and health service, the limited means of communication and more awareness of information about neighbouring countries rather than the information and knowledge of Indonesia. Therefore, there are many illegal exploitation of natural resources done by foreign parties such as illegal logging and illegal fishing, which causes environmental degradation.
Consequently, the perception of handling the border areas are dominated by the point view to secure the border from the outside (external threat) and have the tendency to make the border areas as a belt of security (security belt). This has resulted in a lack of management of border areas with welfare approach by optimizing the potential of natural resources.
The boundary lines which has not been fully agreed with the neighbouring contries, some segments of the boundary lines both on land and at sea which is bordered with NKRI, that often appeared on the land border is the displacement of boundary stakes which the implication caused harm to the country economically an environmentally.The unclear and indecisive sea border between Indonesia and some specific countries also the ignorance of the community, especially fishermen, toward State border in the sea caused the encroachment by the fishermen of Indonesia and foreign fishermen.
