Team Work Session of Election Bill of The House of Regional Representatives of the Republic of Indonesia (DPD RI) discussed the facets about the Regional Head Election, the session was opened by the Chairman of the Team Work of Election Bill Drs. H. Abdurrahman, M.Ap. (Senator of DPD RI from Banten) in PPUU courtroom on the third floor of the building B DPD RI Parliament Complex, Senayan Jakarta, Monday (20 / 9).

In the session, it was informed that the voter registration problems usually occur in the preparation of voter list as verification conducted by the KPU Province / District / City from help of the neighborhood (RT/RW), if KPU Province / District / City that did not perform the verification; therefore it will be given a sanction. ID cards can be used and if can not addressed the ID card, another alternative could be used like Family Card / KK. There must be a space to perform acts of fraud complaints in the regulation / prohibition of the use of resources of bureaucracy such as civil service, Budget and Program especially in the election of the incumbent. The rules for incumbent are agreed by candidates who enroll in the General Election and not in the position of the Head Region for 6 months before the General Election was held.

For civil servants there are prohibitions and severe penalties if the civil servants are proved being involved to incite or mention one of the candidate choices to the public; therefore, the civil servants have been violating the provisions of the bill.

Regarding the Election Budget, there is a more detail formulation about the restrictions on campaign costs in the percentage of the total number of voters in their respective regions. Each candidate for governor / vice governor and candidate for regent / mayor set a minimum age should be no less than 30 years.

There was no change in the procedure for election and vote counting; the Working Team members agreed on the draft proposal of Committee I DPD RI. In the case of the postition of Deputy Head of the Region is necessary to formulate the terms of candidates equated with Deputy Head of the regional head. Open Campaigns are agreed to be eliminated and prioritize the Dialogue Campaigns.
State Officials are different with Public Officials, on the draft proposal of the committee I should be replaced by State Officials who are not from civil servants, so that it would be able to support the campaign of one of the candidates.
