Public Hearing Meeting of Committee II DPD RI with Sri Sultan Hamengkubuwono X, Ir. Sarwono Kusumaatmadja and Prof. Dr. Hashim Djalal which discussed the subject of the Marine Bill that preceded by the introduction as well as the opening session of the Chairman of Committee II DPD RI, Ir.H.Bambang Susilo, MM which then guided by the Chairman of the Team Work on Marine Bill, Ir. Abraham Liyanto (NTT) at the committee II meeting room on the 3rd floor, Building B DPD RI, Senayan, Jakarta, Monday (09/20).
“There are needs for clarity in this bill, what is a nautical or marine?” confirmed Sri Sultan. Sri Sultan Hamengkubuwono X stated that there are four things to be noted in Marine which are, first is the Ocean Policy (marine policy) that covers the main points of the existing problems in the marine or maritime, second-the economic aspects of maritime products, third-economic aspects of marine and products of sea and seabed, and the fourth is the state’s defense and security of the maritime in the context of Indonesian territorial. Sri Sultan hoped that the sea is the unifier of the Unitary Republic of Indonesia. While Ir. Sarwono is hoping that DPD RI will introduce the Marine Bill as an attempt to form the Indonesian Ocean Policy (Indonesian Marine Policy).
Hafid Asrom, Senator DPD from the Special Region of Yogyakarta, asked “the concepts of how the welfare of Indonesia can be supported from the potential for marine?” Answering Hafid’s question, Prof. Djalal Dr.Hasyim explained that “Indonesian is a maritime country but it has not prosper the people, there is a difference between the state of marine and maritime nations, the physical of marine state consist of its important sea elements while the maritime country is a country that its ability to exploit marine is prominent, while Juridically, Indonesia is still the state of marine but still has not been a maritime country, because it has not been able to master the sea and has not been able to utilize it, hopefully one day it will become a maritime country, how to empower people so we must be able to exploit the wealth of the sea. “
Public Hearing Meeting of Committee II DPD RI discussing the Bill on the Marine, with the conclusion of which the Bill about the Marine needs to be affirmed about the legal sphere that will be regulated in the fields of marine, and the need to accommodate climate change materials, the potential of marine energy, defense and security, and regulation of maritime economy, as well as promoting the rule of law, and agree that the bill about the Marine can serve as guidelines in the preparation of national marine policy.
