MD3 Special Committee(Pansus MD3) Organized the Public Hearing Meeting (RDPU) with LIPI
To gather ideas from experts and stakeholders associated with the substance and direction of the discussion of changes in Law about MPR, DPR, DPD and DPRD (MD3), MD3 Special Committee (Pansus MD3) invited the Association of DPRD Provincial, DPRD District, DPRD City and LIPI to discuss the two substances which are the position of DPD in the discharge of its functions and on the position of DPRD in MD3 Law.
The Public Hearing Meeting (RDPU) that began with a reading guide by Instiawati Ayus (DPD Senator from Riau Province) and continued with the points of view from LIPI representative, Syamsuddin Haris, in Meeting Room of Building A on 3rd floor, Senayan Jakarta, Wednesday (20/10).
In relation to the position of the DPD, MD3 Law that implements the DPD functions in the formulation of articles are still considered unbalanced. Not only in the levels of consideration and supervision, but also in levels of the discussion of legislation which only limited on the 3 activities, namely the deliberation of introduction, discussion of inventory problems, and delivery of a mini opinion. Afnan (DPD Senator from Yogyakarta) described, “The DPD does not have the hammer to be used in terms of legislation,” he said. Therefore, DPD requires ‘legal umbrella’ that gives strength to perform basic tasks and its functions.
LIPI admitted that the proper position of DPD which is one of the ‘rooms’ of representatives of the two-room system (bicameral) becomes unclear because of the power and rights are very limited. Even in Article 22 D constitution, DPD is only the subordinated for DPR. However, Syamsuddin also disagree if the authority or power of DPD is as much as the one that is owned by the DPR, “because things that will emerge is not the effectiveness of government but a government that dead-lock again,” he explained.
Connected to the needs of the improvements of representative system that is still “semi-bicameral”, Syamsuddin believes that there are six directions also the objective that can be done to improve MD3 units: (1) enhancing the effectiveness of parliamentary of House of Representatives (DPR), (2) increasing the effectiveness of parliamentary of House of Regional Representatives (DPD), (3) strengthening accountability of institutions and members of parliament, (4) employment relationship and synergy of DPR and DPD; (5) strengthening the capacity of parliament supporting system, and (6) increasing the effectiveness of the MPR.
Another way is to use the public as a place to actualize the involvement and contribution in parliamentary work because DPD in institutional as well as DPD in individual, has not been able to utilize it optimally. DPD should be able to discuss the opportunities, to manage the opportunities, to create initiative and creativity to enhance the contribution and involvement of the DPD. “The point is how we move forward to build an interconnected system of representation with the government, elections, and party,” added Syamsuddin that also closed the discussion.
