On the Joint Session of DPR RI and DPD RI, August 16th, 2010, Chairman of DPR RI as Chairman of the Assembly affirmed that the session implementation based on Law Number 27 Year 2009 on Article 199 and Article 268. DPD RI also stressed its position as a state institution in the legislative, which was born as one of result of reform in 1998. All the Indonesian people witnessed it, both directly and through television broadcasts which beamed throughout the country, in villages, valleys and mountains.

It was rebuilt again here in a new value in the perspective of Indonesian democratization which encouraged by sincerity, obstinacy and typical of gentlemen of the pioneers and architects of the political consolidation of Indonesian democracy in DPR RI. The government certainly had an important role as the main responsible of political domestic growth. It will all be engraved forever in the history of national and state life in Indonesia until the end of life. Local voices will be clearly heard. Principle of mutual nurturing in the whole “legislative family” became an important part from that values establishment. Homeostasis, the process toward a new equilibrium, was happening in the political space of Indonesian state. Political impulse was occurred in the institutional of DPD RI.

The first political impulse was a procession and mysticism atmosphere as well as constitutional dimension and political institutionalization of the state for all Indonesian people. Reflection that emerging as the institutionalization of democratic political system of Indonesian nation is the principle of unity in diversity. In the principle of unity and diversity we are on the national political scene today and forever. There are pure and noble mission, i.e. to bring the aspirations of all parts of the country, as part of a whole nation and country of Indonesia.

Diversity must be articulated carefully in the national political arena of Indonesian nation. Unity is the soul, the spirit and principle in the process of articulation aggregative as a sovereign and united nation. This is increasingly important for us to turn it on because of the geographic and demographic; Indonesia is very strategic and unique position, which is not owned by any nation in the world. Togetherness in the relationship between high state institutions became the key in solving various problems and challenges of the Indonesian nation.

The steps to build a common perception of the elites and all elements of the nation,  identifying and measuring an issue in the consistent platform, developing an inclusive and accommodative solutions with various sources of reference and deciding wisely and sensibly, that is what the nation needs at this time. Do and say the truth is good, but did it and said it wisely was better, that’s what wise words said.

Aggregation of political articulation in the democratization of Indonesia can be occurred because of variety of wisdom and policy. Indonesian nation have the wisdom and policy, because the Indonesian nation grow with the diversity that has been nurtured over 65 years as a joint effort aggregately from all the wisdom of ethnicity, regionalism, scholars, politicians and all the elements of this nation. This was the spirit which became the reflection of the concept of joint session of the DPR and DPD.

The second political impulse was the atmosphere of mysticism in the dimensions of deliberation to achieve a consensus. All the processions that occurred during the morning and late afternoon on August 16, 2010 with the President in Senayan, was the culmination or climax of an effort of institutional deliberation to achieve a consensus on level state institutions. Parliament leaders and DPD leaders as well as the Secretariat-General of DPR and DPD RI became eyewitnesses in the event, so did the factions of DPR and Committee Deliberations (Panmus) of DPD RI. They articulated in political perspective of the Indonesian nation looking far ahead of democracy. This institutionalization has to be followed of its existence, because we are just getting started. This is a final which culminated in beginning. Senators and institution of DPD RI need to continue to cultivate the trust of Indonesian people, and trust of regions. DPD RI also needs to build confidence from DPR RI and Members of Parliament, to be working together in political work for the progress of the Indonesian nation.

It currently had been waiting for a big challenge for DPD RI to endlessly build a better working system. More important than that, build morale politics, friendship, openness and an ideal political interaction with all elements in the parliament complex and the ranks of the government and people of Indonesia. Longevity of RI to 65.
