The legal process of Century case must be accelerated by parliament and hopefully there is no conflict between parliament and government that inflict a loss upon the people. Discussion about “Government Relations with Parliament after Century Questionnaires Rights” became the main theme of the talk show Indonesian Perspective. This event took place in DPD RI Press Room, Parliament Complex, Senayan, Jakarta, Friday (03/12). Resource persons for the event were Elnino M. Husein Mohi (Senator of DPD RI from Gorontalo Province), Mahfudz Siddiq (Vice-Chairman of the Special Committee for Century / F.PKS), Syamsuddin Haris (LIPI), and Ikhsan Mojo (Director INDEF).

In the event, Elnino expressed the local community concerns about the discourse of DPR boycott against Sri Mulyani in discussing the Budget of Revenue and Expenditure (APBN). If the boycott occurred, it will affect the Regional Budget of Revenue and Expenditure (APBD) that will be implemented by local government. “If DPR boycotted Sri Mulyani because of Century political problems, we will feel harmed, but we also encourage the legal process, we asked the Corruption Eradication Commission (KPK) to resolve, but must be separated, Century legal process is one thing, APBN is other thing”, said Elnino

Boycott discourse was responded by Syamsuddin as actions that harm the nation. Syamsuddin explained if APBN delayed, then the impact was not only for executives, but also legislative and other government agencies including local governments, because some local government funding comes from APBN, moreover 30% of general allocation funds come from APBN.

Mahfudz Siddiq stated that there are two main recommendations from special committee of Century questionnaire i.e. from law aspect and legislation-institution. The recommendation of law aspect is all the violation indication including crime action must be legally processed and how KPK actions to follow up any indications of corruption allegations. The recommendations related to legislation-institution aspects namely the device of legislation that must be revised are about banking and the authority of Bank of Indonesia.

Regarding follow-up of Century case, Syamsuddin Haris said the legal process by KPK is considered more promising compared if Century case handled by police and prosecutors. “Police and prosecutors will follow up Century case if there is a request from the President. And a request from the President would not exist because according to him the handling of Century is accordance with the provisions, so he probably would not ask police and prosecutors to follow up, “said Syamsuddin. According to Syamsuddin KPK is an independent institution so that can not intervened by President.

However, Ikhsan Mojo disagrees with Syamsuddin. Ikhsan said that the Century case was a crime in the banking sector, thus it did not included in KPK legal field which handling corruption.

According to Ikhsan, the parliament actually has a way to speed the Century legal process through BAKN (State Finance Accountability Committee), i.e. the new body in the House of Representative (DPR) that could follow up the findings of the Audit Board (BPK) up to the legal field.
