Chairman, Mr / Ms Member of DPD RI which we respect, we are honored that the Board Meeting.
At the Plenary Session of this August, let us convey Progress Report Implementation Committee Task III DPD RI which includes duties and authority in the field of education, religion, culture, health, periwisata, youth and sports, social welfare, women empowerment and child protection, as well as employment.
Complete all trial activities have been carried out in the Third Committee during the third session of the trial year 2009-2010 from the date of 6 April to 10 May 2010 we could be submitted as follows:
I. Committee Session III, which have been implemented:
A. Plenum
As the highest decision making forum within the internal fittings, the Committee has conducted a plenary session III in 4 (four) times. Plenary sessions are intended for decision making regarding the program activities to be undertaken by Committee III DPD RI during the third session of this and other important matters.
B. Hearings / Public Hearings (DP / DPU)
DPD RI III Committee has conducted several hearings / public hearings with the government, local government and community. Activities are carried out not only to seek clarification from stakeholders referred to the specific issue of the scope of duties and authorities of the Third Committee, but also a manifestation of the implementation of the right questions and the right to submit suggestions / opinions of members.
In more detail the activities hearings / public hearings conducted by the Third Committee could be presented as follows:
1. Hearings / public hearings in order to monitor the implementation of Law Number 20 Year 2003 on National Education System related to the implementation of the National Exam in 2010, has been done by the parties as follows:
1.
1. Implementation of the UN Committee of Independent Trustees 2010 West Nusa Tenggara Province, held on April 13, 2010.
b. Forum Guru Tears (North Sumatra) and Administrator of the Republic Indonsei Great Teachers Association, held on 20 April 2010.
c. Education expert Prof. Dr. HAR Tilaar MSc. Ed., Psychologist Seto Mulyadi, and the Center for Educational Research (Puspendik) Ministry of National Education Republic of Indonesia, held on 20 April 2010.
d. National Education Standards Agency (BSNP), Head of Education Pandeglang Banten Province, and the Indonesian Corruption Watch (ICW), held on April 21, 2010.
2. Hearings / public hearings in order to monitor the implementation of Law Number 39 Year 2004 on Placement and Protection of Indonesian Workers Abroad, was conducted on May 5, 2010 to present; Association of Indonesian Labor Service (APJATI), the Association of Entrepreneurs Indonesian Manpower Placement Services (HIMSATAKI), and Indonesia Employment Agency Association (IDEA) and the National Commission of Women (Komnas Perempuan).
C. Assembly Task Team
In order to facilitate the duties and authority as referred to in Article 45 paragraph (3) Regulation No 10/DPD DPD RI RI / 2009-2010, Third Committee of DPD RI has established two (2) Work Team, the Task Team I, which covers the field of education work, Employment, Empowerment of Women and Child Protection, Youth and Sport, while the Task Team II, which covers the field of Religion, Health, Social Welfare and Culture and Tourism.
Working Team Meeting Activities during this session as follows:
1. Task Team Session I;
Work First is the focus of the team discusses the problematics of education in Indonesia, particularly the implementation of the national exam in 2010. Results of Task Team discussion I also became the material for the preparation of materials Oversight Report on the Implementation of DPD RI Law Number 20 Year 2003 regarding National Education System, especially regarding the National Exam in 2010.
2. Team Working Session II
Task Team Session II focused on discussion of materials Bill of National Social Security Provider Agency (BPJSN). Discussion on draft material BPJSN done also in order to prepare a comprehensive view of the preparation of an opinion / consideration of the bill BPJSN DPD RI.
D. Finalization:
To prepare the reports results of DPD RI supervision over the implementation of Law Number 20 Year 2003 on National Education System regarding the implementation of the national exam in 2010, Committee III, have been conducting since the date of finalization of 2 to 4 May 2010. In this activity, the Committee has been the keynote speakers Prof. III. S. Hamid Hasan (Expert Evaluation in Education from the University Pendidikan Indonesia Bandung). From these activities have produced reports on the results of DPD RI Supervision of the Implementation of Law Number 20 Year 2003 on National Education System regarding the implementation of the National Exam in 2010.
The conclusions and recommendations on the monitoring results of DPD RI Implementation of Law Number 20 Year 2003 on National Education System regarding the implementation of the National Exam in 2010.
1. Knot
Implementation of the UN in 2010 contrary to the Law Number 20 Year 2003 on National Education System, particularly Article 57 and Article 58. Therefore, all rules concerning the implementation of the UN should be revoked.
National examinations have also violated the principles of pedagogical, psikolgis, and the sociological and the waste of state finances could result in many adverse effects for human resource development is smart and strong character.
2. Recommendation
DPD RI recommends to the Government to do the following things:
a. revoke the articles of the Regulation No. 19 Year 2005 on National Education Standards that conflict with the Education Law pertaining to the assessment of learning outcomes by the Government;
b. prepare an evaluation system in accordance with rules matching the National Education Law, both to the interests or the interests of education quality mapping the final evaluation of students;
c. rebuild an atmosphere of learning and learning processes that shape the nation’s character as well as the civilization of dignity in the framework of the intellectual life of the nation as the mandate of Article 31 UUD 1945 and Article 3 of the Education Law;
d. present the results of education and follow-up mapping to the representative institutions as a form of accountability to the people.
On this occasion, allow DPD RI Committee III report the results of supervision over the implementation of Law Number 20 Year 2003 on National Education System regarding the implementation of the National Examination in 2010 and pleaded willingness of leaders and all the honorable Member of DPD RI at a plenary session this glorious pleasure presumably to certify the results of monitoring implementation of the report of the National Exam in 2010 to become the decision of DPD RI as the report is attached.
E. Absorption of Regional and Community Aspirations
Absorption of local people’s aspirations and III have been carried out by the Committee in the form of a series of working visits since December 26 to 30 April 2010, to 3 (three) Province namely; Province of Nanggroe Aceh Darussalam, South Kalimantan and Maluku Province. The focus of the absorption of aspiration include the 9 (nine) of the third committee of the field of religion, culture, health, periwisata, youth and sports, social welfare, women empowerment and child protection, employment and education.

In addition to formal activities have been organized and scheduled as already mentioned above, the Committee III DPD RI initiative and continue to open opportunities to explore the political communication with Parliament fittings (commissions) associated with the field of duty and authority of the Committee III. This is proved by the implementation of a meeting between the Chairman of Commission VIII of the Parliament and Leaders of DPD RI III Committee on 22 April 2010 in the framework of the political relationship between the DPD RI House of Representatives as well as efforts to synergize each discussion draft laws that are being and will be discussed in the House of Representatives who signed the 2010 Legislation.
Chairman of Committee III meeting with the leaders of DPD RI House of Representatives Commission VIII more can be delivered as follows:
1. In accordance with the mandate of Act No. 27 of 2009 on the MPR, DPR, DPD and DPRD relevant authority in the discussion of the level of DPD RI I basically led the House of Representatives Commission VIII of DPD RI welcomes the initiative to coordinate and synchronize particularly the discussion draft plan which has been included in Legislation the bill management Multifinance Zakat; bill of poor response and the Bill Halal Product Warranty. Besides the House of Representatives Commission VIII during this session also discussed the themes included in the Working Committee formed the related costs Pilgrimage Organisation (BPIH) and the Working Committee for Disaster Management.
2. DPD RI III Committee Chairman and the Commission VIII DPR agreed that the need for more intensive communication is built, more concretely and more elegant, so wake up productive communication between the two countries according to the fulfillment of the demands of the Institute community. Although the authority of each institution is limited by law but by agencies of communication every second activity is expected to run well so that later can be further enhanced authority of the DPD.
3. Regular communication is necessary to create both formal and informal between DPD RI III Committee and the House of Representatives Commission VIII in order to conduct joint activities for the benefit of all peoples and countries.
4. House of Representatives Commission VIII will involve the DPD RI especially III Committee to participate in discussing the draft law to the extent of material that formed Panja House of Representatives Commission VIII.
5. Coordination Meeting was required to create work and communication formats through coordination between the Secretariat of the House of Representatives Commission VIII and III of the DPD RI Committee Secretariat along with their respective specialist staff such fittings.

II. Plan future activities
In order to fulfill the activities during the third session of the year 2009 – 2010 later, III Committee has also established a series of activities that will be held on May 12 till June 17, 2010, as follows:
1. Working Meeting with the Government
III Committee Meeting scheduled with several Ministers, with a focus on materials related to;
1. Implementation Supervision Law No. 39 Year 2004 on Placement and Protection of Indonesian Workers Abroad, will be implemented:
a. Working Meeting with Minister of Manpower and Transmigration RI, planned, on May 17, 2010.
b. Working Meeting with Minister of State for Women’s Empowerment and Child Protection, on May 18, 2010. Besides involving the placement and protection of Indonesian workers overseas, Human Trafficking, and Domestic Violence.
2. Joint Working Committee Meeting of Committee I, III and invite the Minister of State Apparatus Empowerment of State (Minister PAN) and the Head of the National Civil Service Agency will be held on May 19, 2010 (tentative) relating to appointment / recruitment CPNS including Honorer Teachers, Teachers and Teacher Wiyata Bakti and Law on Employment.
Working Meeting was a continuation of the working meeting was held by the Third Committee of DPD RI during the previous session. At this scheduled Raker III Committee will confirm directly to the Minister of PAN and Ka. BKN concerning the realization and the presence of government regulation on the issue of appointment part time teachers, teacher aides and teachers devote Wiyata entering or not in the database as CPNS BKN.
3. Consideration of the bill in order to arrange the National Social Insurance Board Operator (Bill BPJSN), will be performed:

1. Working Meeting with Minister of SOEs at the date of June 8, 2010
2. Working Meeting with Minister of Health on June 9, 2010.
1. Hearings / Public Hearings
Trial hearings / Public Hearings Third Committee would do that is by invite providers such as Social Security PT Jamsostek, PT Asbri, PT Taspen and PT Askes, on June 8, 2010. The trial was carried out with a discussion of the bill relating to BPJSN.
1. Absorption of Local Aspirations and society
On 24-28 May 2010 Third Committee will conduct the people’s aspirations absorption in three regions (West, Central and Eastern). To plan a visit and material location / theme of the visit will be decided at the plenary session of the committee later.
1. Working Visit to Foreign Affairs.
In the framework of the Implementation Monitoring Act No. 39 of 2004 concerning the Placement and Protection of Indonesian Workers Abroad, III Committee plans to conduct a working visit to activities abroad in the period December 5 to 11 June 2010 to 3 (three) neighboring countries namely Hong Kong, Malaysia and Saudi Arabia. On occasion, III Committee will review and observe and see first hand the condition of migrant workers and migrant workers as well as supervising the party workers and service providers pengerah migrant workers in foreign countries, including knowing how far the government’s responsibility in providing protection to migrant workers and migrant workers in three (three) countries visited them.

Thus a complete description of duties and report on the implementation plan of the Committee of activities which we can state III.
