NATIONAL EXAMINATION ISSUES BECOME MAIN DISCUSSION IN WORKING VISIT OF DPD RI WITH MINISTRY OF NATIONAL EDUCATION

There are still found deviations in the implementation of the National Examination (UN), therefore it takes effort to minimize and even eliminate these deviations. UN issue has become the main discussion in the working session of the Committee III DPD RI with Minister of National Education. Working session led by the Chairman of Committee III of DPD, Sulistiyo, accompanied by vice-chairman, Abdul Azis and Darmayanti Qahhar Mudzakkar Lubis. It took place in the Guideline of State Policy (GBHN) conference room, Nusantara V Building, Parliament Complex, Senayan, Jakarta, Tuesday (02 / 3).

In the working session, Sulistiyo reveal that there are two main problems which assessed worrying by DPD RI, namely the UN has reduced education becomes teaching, and teaching becomes practicing of questions, and there are considerable negative impacts.

On the previous working visit, the Committee III found several problems in the region, among others the UN deemed inconsistent with the existing test at the National Education System Law; ironic if the UN is used as a form of accountability implementation of education; UN was not in line with the principle of diversification of the curriculum, especially with the education unit level curriculum; only a few subjects are considered important; and the UN considered against the regional autonomy.

Committee III is worrying about the growing public opinion in the region of the UN as the sole determinant of graduation. “Because other requirements may not pass, but if the national examination failed, it is still can not. It becomes discussion in a District, there is no school that dare not pass its students, if the students pass the national exams, but other criteria fail, “said Sulistiyo. Committee III also found that there were negative things conducted by school for its students in order to pass the exam, among others leaking questions, giving answers, changing students’ answers after the UN, as well as placing a student who is considered intelligent in the UN room.

Responding to the findings of Committee III, Minister of National Education, Muhammad Nuh, admitted that there are deviations in the implementation of the UN. “So that, what we are concentrating now is how to minimize the frequent deviations, whether it is reported by communities or ourselves through the inspectorate that is assigned related to the deviations,” said Muhammad Nuh.

Furthermore, the Minister of National Education told to resolve the UN problems, the Ministry of National Education made several efforts i.e.; first, build the ideology of UN implementation i.e. achievement and honest; second, minimize the occurrence irregularities with extra tight supervision at doubling process, lane of doubling up to the distribution, make the different type of questions in one room, and extend the chain of supervision during the UN occurred.

In the working session, the minister also presented a mapping of the UN result, the development value of UN result and the percentage of students who passed the UN, funds administration of UN, the Special Allocation Fund for the education and the appointment of honorary staffs in the field of education.

In the 2008/2009 school year, the average graduate lack of UN SMA/MA Social Science majors reached 8%, while the Natural Science about 3% -4%. While the implementation of UN funds reached 560 billion, approximately 92 billion less than the previous year.  Decreasing the amount of funds is because the needs per student is also reduced from Rp.52. 000 / student to Rp.49.000/student.

Regarding of Special Allocation Fund, started in 2010, government established a policy that after the rehabilitation program elementary school classroom is considered finished, the repairs begin classroom directed to the next level, i.e. junior high. Thus, the focus of the development of elementary education, beginning in 2010 aimed to improve education quality.

In the matters of appointment of honorarium teachers, should be based on the analysis results of teachers needs between the Directorate General of PMPTK Department of National Education together with District Education Office / City by observing academic qualifications and teacher competence in accordance with Law No. 20 of 2003 on National Education System and Law No.14 of 2005 on Teachers and Lecturers. Meanwhile, to improve the competency of teachers, through Ministry of Internal Affairs instructed the District/City Government to make local regulation about equitable distribution of the teachers (redistribution) and the arrangement of teacher which is mismatch in each District/City.

The explanation of Minister of National Education got questions and suggestion from senators of Committee III regarding of coordination of UN implementation which is still weak in the regional, effort to deal with national examination results which is pure, doubling issue and distribution of UN questions, the need of UN moratorium to see the quality of education in Indonesia, the curriculum that burdening the students with many subjects, teachers who do not have educational base, and the use of Special Allocation Funds (DAK) for facilities and infrastructure.

The results of this working meeting will be used by Committee III in UN surveillance activities on next March-April, also monitoring the UN implementation.
